This stage marks the change from the high quality glass eyes in all previous stages to the more cost effective painted tack eyes.  The Surf-Orenos of the tack eyed stages made up for this by offering more new and diverse colors than ever before.  The wire-through hardware is still used here, as are the painted cups they started using in the previous stage. The body style continues its gradual trend toward a more rounded contour.
